المعهد العالي للتقنيات الورقية والصناعية هو أحد المشاريع الناجحة للإدارة العامة للشراكات الاستراتيجية. وتعتبر دائما المؤسسة العامة للتدريب التقني والمهني إنشاء مثل هذه المعاهد والشراكات فرعا هاما لتلبية احتياجات سوق العمل. وبدعم من صندوق تنمية الموارد البشرية ، اتفقت المؤسسة العامة للتدريب التقني والمهني وشركة مبكو على أن يستثمروا في إنشاء هذا المعهد لتدريب الشباب السعودي لكي يصبحو موظفين في الشركة من تاريخ انضمامهم للمعهد. Higher Institute for Paper & Industrial Technologies (HIPIT) is one of the successful projects of the Directorate General for Strategic Partnerships. TVTC has always considered the establishment of such institutes and partnerships to be an important branch for the needs of the labor market. With the support of the Human Resources Development Fund (HRDF), TVTC and MEPCO have agreed to invest in the establishment of this Institute for the training of our young Saudi citizens who become company employees from the date they join the Institute.
